{"id":10213,"date":"2023-04-28T14:26:05","date_gmt":"2023-04-28T14:26:05","guid":{"rendered":"https:\/\/9thstreetjournal.org\/?p=10213"},"modified":"2023-07-07T14:34:10","modified_gmt":"2023-07-07T14:34:10","slug":"the-oneal-o-meter-the-complete-list","status":"publish","type":"post","link":"https:\/\/9thstreetjournal.org\/2023\/04\/28\/the-oneal-o-meter-the-complete-list\/","title":{"rendered":"The O&#8217;Neal-O-Meter: The complete list"},"content":{"rendered":"<p><em>The 9th Street Journal is tracking Durham Mayor Elaine O&#8217;Neal&#8217;s campaign promises with the O&#8217;Neal-O-Meter, which rates the promises on a scale similar to <a href=\"https:\/\/www.politifact.com\/truth-o-meter\/promises\/biden-promise-tracker\/?ruling=true\">PolitiFact&#8217;s promise trackers<\/a>.<\/em><\/p>\n<p><em>We&#8217;ve compiled <a href=\"https:\/\/9thstreetjournal.org\/2023\/04\/28\/rating-the-mayors-campaign-promises-on-the-oneal-o-meter\/\">a tally of O&#8217;Neal&#8217;s 23 promises<\/a> and explanation of our methodology in <a href=\"https:\/\/9thstreetjournal.org\/2023\/04\/28\/rating-the-mayors-campaign-promises-on-the-oneal-o-meter\/\">this article<\/a>. A complete list of the promises is below. In January 2023, <\/span><a href=\"https:\/\/www.wral.com\/nearly-half-911-operational-positions-are-vacant-in-durham\/20656403\/\"><span style=\"font-weight: 400\">WRAL News reported<\/span><\/a><span style=\"font-weight: 400\"> that only 51.6% of positions at the call center were filled.<\/span> <span style=\"font-weight: 400\">However, <\/span><a href=\"https:\/\/www.durhamnc.gov\/CivicAlerts.aspx?AID=3370\"><span style=\"font-weight: 400\">a call center memo released in March<\/span><\/a><span style=\"font-weight: 400\"> explained steps that have been taken to address the issue. The call center has provided financial incentives, increased recruitment efforts, provided emotional support to staff, and expanded training opportunities. Mayor O\u2019Neal\u2019s office wrote that she has been supportive of these efforts, and as of April 2023, 62.9% of positions are filled. Durham Tech&#8217;s 911 program has also produced seven new staffers, which was announced during O\u2019Neal\u2019s April 17 \u201cState of the City\u201d address.\u00a0<\/span><\/li>\n<\/ul>\n<p><img decoding=\"async\" class=\"size-full wp-image-10211 aligncenter\" src=\"https:\/\/9thstreetjournal.org\/wp-content\/uploads\/sites\/2\/2023\/04\/Stalled.jpg\" alt=\"\" width=\"1000\" height=\"335\" srcset=\"https:\/\/9thstreetjournal.org\/wp-content\/uploads\/sites\/2\/2023\/04\/Stalled.jpg 1000w, https:\/\/9thstreetjournal.org\/wp-content\/uploads\/sites\/2\/2023\/04\/Stalled-300x101.jpg 300w, https:\/\/9thstreetjournal.org\/wp-content\/uploads\/sites\/2\/2023\/04\/Stalled-768x257.jpg 768w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/p>\n<ul>\n<li><b>The promise: <\/b><span style=\"font-weight: 400\">\u201cDeclare racism a public health crisis.\u201d<\/span><\/li>\n<li><b>Our rating: <\/b>Broken<\/li>\n<li><b>Explanation: <\/b><span style=\"font-weight: 400\">The Durham County Board of Commissioners declared racism a public health crisis in June 2020. The Durham Racial Equity Task force, which O\u2019Neal was part of at the time, presented a <\/span><a href=\"https:\/\/www.durhamnc.gov\/DocumentCenter\/View\/32853\/FINAL-REPORT-Durham-Racial-Equity-Task-Force-72220\"><span style=\"font-weight: 400\">60-page report<\/span><\/a><span style=\"font-weight: 400\"> to the city the following month, recommending that the city follow in the county&#8217;s footsteps. One function of HEART is to connect individuals with community-based resources. <a href=\"https:\/\/www.durhamnc.gov\/DocumentCenter\/View\/47396\/HEART_Community-Resource-Guide_ENG?bidId=\">Some of these<\/a> resources cater specifically to vulnerable groups, such as veterans, the LGBTQ+ community, and low-income individuals. Mayor O&#8217;Neal also showed support for marginalized groups through her participation in the <a href=\"https:\/\/www.cityleadership.harvard.edu\/news-collection\/bloomberg-harvard-city-leadership-initiative-announces-sixth-class-of-mayors\">Bloomberg Harvard City Leadership Initiative<\/a>. This program deploys a 12-person task force over seven months to examine barriers to affordable housing in Durham, including for persons with justice system involvement.<\/li>\n<\/ul>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-10209 size-full\" src=\"https:\/\/9thstreetjournal.org\/wp-content\/uploads\/sites\/2\/2023\/04\/Promise-Broken.jpg\" alt=\"\" width=\"1000\" height=\"335\" srcset=\"https:\/\/9thstreetjournal.org\/wp-content\/uploads\/sites\/2\/2023\/04\/Promise-Broken.jpg 1000w, https:\/\/9thstreetjournal.org\/wp-content\/uploads\/sites\/2\/2023\/04\/Promise-Broken-300x101.jpg 300w, https:\/\/9thstreetjournal.org\/wp-content\/uploads\/sites\/2\/2023\/04\/Promise-Broken-768x257.jpg 768w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/p>\n<ul>\n<li><b>The promise: \u201c<\/b><span style=\"font-weight: 400\">Establish an Office of Gun Violence Prevention to resource and engage impacted communities in solving this problem from a pro-active, rather than reactive position.\u201d<\/span><\/li>\n<li><b>Our rating: <\/b><span style=\"font-weight: 400\">Promise Broken<\/span><\/li>\n<li><b>Explanation: <\/b><span style=\"font-weight: 400\">At the time of publication, no Office of Gun Violence Prevention exists. The mayor\u2019s office wrote that she has taken other action to address the gun violence issue in Durham, such as supporting a proposal from the Safety &amp; Wellness Task Force to establish the Office of Survivor Care in the Safety &amp; Wellness Department. OSC is a three-year pilot program that connects survivors of violence to additional support. Additionally, \u201cplans are underway for a community forum to pull nonprofits together who operate within the violence prevention arena. This will allow us to get a sense of the foundation that we need to build in City government.\u201d<\/span><\/li>\n<\/ul>\n<p><b><img decoding=\"async\" class=\"size-full wp-image-10212 aligncenter\" src=\"https:\/\/9thstreetjournal.org\/wp-content\/uploads\/sites\/2\/2023\/04\/Promise-Kept.jpg\" alt=\"\" width=\"1000\" height=\"335\" srcset=\"https:\/\/9thstreetjournal.org\/wp-content\/uploads\/sites\/2\/2023\/04\/Promise-Kept.jpg 1000w, https:\/\/9thstreetjournal.org\/wp-content\/uploads\/sites\/2\/2023\/04\/Promise-Kept-300x101.jpg 300w, https:\/\/9thstreetjournal.org\/wp-content\/uploads\/sites\/2\/2023\/04\/Promise-Kept-768x257.jpg 768w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/b><b><\/b><\/p>\n<ul>\n<li><b>The promise: <\/b><span style=\"font-weight: 400\">\u201cAddress Covid-19 as it continues to adversely impact Durham across the City, prioritizing mental health, school communities, businesses, and economy.\u201d<\/span><\/li>\n<li><b>Our rating:<\/b><span style=\"font-weight: 400\"> Promise Kept<\/span><\/li>\n<li><b>Explanation:<\/b> <span style=\"font-weight: 400\">The City of Durham currently offers the <\/span><a href=\"https:\/\/www.durhamnc.gov\/4018\/COVID-19-Response\"><span style=\"font-weight: 400\">Water Hardship Fund<\/span><\/a><span style=\"font-weight: 400\"> for assistance with water bills and the <\/span><a href=\"https:\/\/www.durhambusiness360.com\/204\/Small-Business-Opportunity-Loan-Fund\"><span style=\"font-weight: 400\">Small Business Opportunity Loan Fund<\/span><\/a><span style=\"font-weight: 400\"> (known during the pandemic as the Small Business Recovery fund), which allows small businesses to receive loans from $5,000 to $35,000. The program\u2019s website claims that \u201c<\/span><span style=\"font-weight: 400\">thanks in part to funds from Duke University, the Small Business Recovery Fund distributed just over $800,000 in loans to 38 small business owners in Durham.\u201d<\/span> <span style=\"font-weight: 400\">Some programs, such as the down payment assistance program and the Durham Emergency Rental assistance program, have been stalled. Originally, the city of Durham had provided $500,000 for the years 2020-2023. This amount increased by $1 million for the years of 2022-2023 due to funding from the Biden administration\u2019s American Rescue Plan Act. The program, which O&#8217;Neal supported, was managed by StepUp, a local nonprofit, and funded by outside grants and donors. The pilot ended in February 2023. However, $1 million has been allocated in the city budget to continue this initiative, said Beverly Thompson, public affairs director for the City of Durham. It addresses some of O\u2019Neal\u2019s pledges on transit, such as improving bus stop accessibility and pedestrian safety. The plan allocates over $1 billion in funding for transportation improvements and is set to be approved this year. The plan has received a mixed reaction from the city\u2019s transportation activist community. Bike Durham wrote that it is an important start, but &#8220;not enough.&#8221; <\/span><a href=\"https:\/\/bikedurham.org\/news\/category\/Transit+Equity+Campaign\"><span style=\"font-weight: 400\">Their blog<\/span><\/a><span style=\"font-weight: 400\"> claims that the plan leaves critical bus routes unfunded, doesn&#8217;t show a commitment to zero fares, and does not show how some projects will be fully funded, including sidewalk connections and the Better Bus Project recommendations on Holloway and Fayetteville Streets and other locations throughout the city.
